page properties don't hold

Hi All,

I am in Adobe Pro XI. I have opened a document I created earlier and want to set the properties on the view so that the pages maintain either a Single Page /Fits Height /Resize window to initial page  or at 100%. I set the properties, save the document and the initial page is correct but every other page is opening and filling the screen (which on  my screen is 178%). Can I set the pages to hold at Fits Height or can that only be done when creating the document?
